Sir Rowland Richard Clegg-Hill, Sixth Baronet and 4th Viscount Hill (12 February 1863 - 19 December 1923) was a Conservative Party peer.

The oldest son of Rowland Clegg-Hill, 3rd Viscount Hill, he was born in Shropshire and educated at Eton School. In 1895 he succeeded his father. A protectionist, he was chairman of the council of the Union Jack Industries League and a leading member of the All-British Shopping movement.

During the crisis following the 1909/10 "People's Budget" and the consequent two general elections in 1910 that hinged on the powers of the House of Lords, Hill was a leading defender of the status quo, addressing meeting throughout the country.

In 1910 he was elected to the London County Council as Municipal Reform Party councillor for Greenwich. He held the seat until 1919. He returned to the county council as an alderman in 1921, a post he held until his death. He was chief whip of the Municipal Reform group on the council and honorary secretary of the London Municipal Society.

He was a freeman of the City of London and was Master of the Worshipful Company of Spectacle Makers in 1921-22.

He married Anne Edith Irwin of County Sligo in 1909. The couple had no children, and when he died at his Belgravia home aged 60, his younger brother, Francis William Clegg-Hill, became 5th Viscount.
