Philip John Rutland (1858-28 August 1931) was a solicitor and local politician.

A native of High Wycombe in Buckinghamshire, he was mayor of the town in 1896-97.

He had a legal practice in Chancery Lane, London, and was solicitor to the London Proprietors of Entertainments' Association. In this capacity he frequently challenged the increasing control that the London County Council exercised over the licensing of theatres.

He was adopted by the opposition Moderate Party on the county council as a candidate to contest a county council by-election in 1892, but failed to be elected on that occasion, or in 1895. On his third attempt in 1898 he succeeded in gaining a seat as a councillor for Finsbury (Central). He served three years on the council, losing the seat at the next elections in 1901.
