The office of Mayor of Croydon was created in 1883 when the town was incorporated as a municipal borough.

County borough 1889-1965[]
The Local Government Act 1888, which came into effect on 1 April 1889, created elected county councils throughout England and Wales. Where existing boroughs had a population in excess of 50,000 at the census of 1881 they were to be given the new status of "county borough", exercising the powers of both a borough and county council. With an 1881 population of 79,615, Croydon became a county borough outside the jurisdiction of Surrey County Council.

London borough from 1965[]
The London Government Act 1963 abolished the county borough, replacing it with the larger London Borough of Croydon, one of thirty-two such boroughs.
The council was elected as a shadow authority in April 1964, coming into its full powers on 1 April 1965, at which date the office of mayor came into existence.
